Southtown Cop

Jingle and Jangle's first encounter upon their arrival in Southtown is a militant cop. He stops them and charges the elves with traveling down the wrong way of a one-way street, crossing the white line on their reindeer Vixen, and wearing funny looking clothes on a Sunday. The cop issues them a court summons and rides off on his yellow bicycle.
He later tells Santa Claus that the elves caused a lot of trouble and suggested that they'd soon fall subject to the wrath of the town judge.
