The Southtown cop is a minor character from the Rankin/Bass television special The Year Without a Santa Claus. He is a militant officer who is the first person Jingle and Jangle encounter upon their arrival in Southtown. He stops them and charges the elves with traveling down the wrong way of a one-way street, crossing the white line on their reindeer Vixen, and wearing funny-looking clothes on a Sunday. The cop issues them a court summons and rides off on his yellow bicycle.
He later tells Santa Claus that the elves caused a lot of trouble and suggested that they'd soon fall subject to the wrath of the town judge. (In recent years, this scene is cut from Freeform's broadcasts of the special.)
